The clause in Article I Section 8 does not mean to provide goods and services to people. It means to promote welfare - the interests - of the United States of America as a political entity - that is, as a nation.

Recently i purchased a dozen large eggs with the dater approx. 2 weeks from day of purchase. I've used up about 4 eggs with no problem, but I came across this article about testing the freshness of eggs by putting them in cold water, and if they float, discard them...they are bad. Just for kicks...
